Packaged proposal papers like this one are often little more than a public glimpse into the wish list of a political movement. But I don’t think anybody should assume that Donald Trump’s first term was an indicator of how his second term would function or behave, either.
For all his outsider status, his first administration started out packed full of traditional conservative political figures. His vice president was Mike Pence for crying out loud. I think a lot of his wildest decisions or attempted actions were tempered by career politicians around him thinking “Gee whiz, if he does that, it could ruin my career/legacy,” and by the fact that at the start he left quite a few career officials in charge of key departments.
It’s going to be a very different advisory group, and a much more vengeful Donald Trump this time around. And despite his bullshit strongman persona, he’s pretty easily manipulated by whichever voice in the room is most willing to engage in flattery. I think the project paper is a very provocative look at what, exactly, the people who will be in the room and flattering him are going to be saying.

Most federal employees have civil service protections, but apparently the CIA isn't covered, so potentially he could shake some things up there. I doubt he has the focus to actually see anything through, structural limitations aside.
