Is there an explanation somewhere of what this raid was for? Did he withhold documents from the Archives that he was supposed to deliver? If he's President, he can declassify anything he wants at any moment he wants so long as he is in office, so it can't be that unless they were still classified after Biden was sworn in.

The Presidential Records Act maintains that all records from a president’s term in the White House must be turned over to the national archives after he/sue leaves office. Trump took 15 boxes of records with him to Florida thus violating the law. Classified or declassified has no bearing on it. Instead of turning over the documents he just took them and ran away with them.
