I'm still struggling at what an appropriate league punishment would be for an owner. A suspension does jack shit. They can easily afford fines even orders of magnitude larger than the players. Things like forfeited draft picks or cap space just hurt the entire team for the sins of the owner. Mandatory rehab is good, but not unusually different from any player/coach/employee.
The Broncos themselves levied fines and indefinite suspensions that didn't last too long. The NFL didn't do anything, and I should thank my lucky stars from a fan standpoint that that happened before Irsay's crimes.
