This is why the new canon books are amazing. Soooo much extra added details. I'm only a third of the way through and it's already got Tarkin and Vader and the emperor taking hold of power as the backdrop and everything changing viewed from a distant point of view but an important one. Galen and Krennics relationship is so well done.

If you are referring to the actor that played him, yes. But the character would still be alive in the Rogue One time period. Rumor was they were going to CGI him into a scene or two in this.
