I would rephrase it as

"Imagine storming Congress and finding it empty. No one is there. No one cares if you are there. it doesn't matter if you are there. It doesn't matter what you want. You've conquered an empty shell.

The machine is a learning computer. It learned from 1776. It learned from storming the Bastille. It learned from the Russian Revolution. Congress has been uploaded to the world wide web. There are redundancies built in at every level all over the world. You can't attack them all at once. You wouldn't even know what to attack.

'The wall just got ten feet higher,' it says as you walk off with a teleprompter. It laughs as you rummage through the desk of a redundant bureaucrat who is very near her recycling date.

You take selfie and post it to Instagram. Then you are patiently ushered out the door to make way for the next batch of tourists."

I think Tyler Durden is a lot more optimistic about being able to hit all the centers of power at once.

The extended ending of Fight Club is a scene where credit companies issue a statement saying "don't worry, we have backups."
