I see no reason he can’t come back as a force ghost a la Obi-Wan, Anakin, Yoda and Luke.
They can do whatever they want now. But Lucas was very clear that the Sith could not come back. Part of their whole thing was to find ways to overcome death. But that they'd never be able to because their motives are dark and selfish. Qui-Gon figures out how to live on in the Force after death and teaches it to others. But the reason he's able to do it is purity and selflessness and goodness and light.

Nothing saying the new crew can't change that. But as we understand it from George and his intentions, it's impossible.

He didn't say much. But I still get a feeling from it, that he won't change anything major from TLJ, and that your prediction is correct that Skywalker is not family related, but rather a new form of force user, with Rey as the first one.

While, if that's true, that will be the main meaning of the title. It's also the kind of title that will have several meanings. Like Kylo's rise in the First Order. Luke's rise to a force ghost (or whatever happens with Luke). It could even in a roundabout way be a nod towards Anakin, since in a way he is the character the nine episode saga is built on. It could even be Leia, but unlikely with Carrie gone. It could be Rey in a different way from the Gray Jedi way, more about family and her actual rise, but that's the least likely I think.

describe Force-users who walked the line between the light and dark sides of the Force without surrendering to the dark side, and second, it described Jedi who distanced themselves from the Jedi High Council and operated outside the strictures of the Jedi Code.

I thought this was a Dark Jedi, but it’s the same exact idea. The rigidity of the Jedi was touched on in the PT and by Yoda in 8. This new order still feels a bit rushed.

Even in the PT there are plenty of people that question the Jedi ways and want things to change. I supposed that stuff is even more prevalent in The Clone Wars and books/comics, but it's a common thread in the PT. And that's what 60, 70 years from this stuff that's happening in the ST? I imagine we'll get stories that date back before the PT that tackle the idea, too.

Again, people have wanted to/tried to tweak things in the past. The Jedi's hubris and rigidity in large part lead to their being almost entirely wiped out. The fact that their numbers dropped from whatever hundreds? thousands? down to like... 2 is pretty extreme. Makes sense that after such a huge and massive event that things would change. Also, Luke -- ONE dude -- literally becomes the last of the order. And it's not like he got full training.

When he tries to start shit up again and adhere to the rules (I'm sure he changed shit, too, though, we just don't have the full info on that) it leads him to make the biggest mistake/regret of his entire life and forces him to abandon it all.

I don't know. Doesn't seem so weird to me.
