The signs have been up for a decade and they arent wrong in thinking that congress is partially to blame.

The water that the feds mandate be used to support the delta smelt could otherwise be going to farmers. If Im not mistaken, the California government pushed back in court against the federal mandate.

Its probably not as significant as insufficient water storage and other infrastructure issues, but it contributes. Reallocating that water would be pretty straightforward.

Did anyone bother to learn anything about California water politics before chiming in?

I've driven through places like that and they are - in general - pretty distrustful of the government. Everything is the governments fault. Kind of sad in a way.
