After looking into it more it was doomed from the start. They don't have enough of the the rights to do it correctly. They only have pieces to work with. What they should have done was set the narrative in the Southern and Eastern parts of Middle Earth showing the resistance and wars following the Blue Wizards (assuming they could use the Blue Wizards) that Tolkien hinted at. Without their efforts the West would have been outnumbered by the force's of Sauron (at least one version says that's what happened). They could have done whatever they wanted and made it super diverse in a way that made perfect sense and no one would have said boo.

Apparently it's a prequel to the original trilogy - Gandalf tasks Aragorn with tracking down Gollum.
Looks like it was previously made back in 2009 as a fan film -
