An open letter to Governor Walz:
Dear Governor Walz,
On March 25, you issued a Stay At Home Order (SHO) and said Minnesota Department of Health (MDH) modelers projected more than 74,000 Minnesotans could die if we take no action to "slow the spread" of COVID-19. A few days later, on April 2, the Star Tribune reported that models were now predicting 50,000 deaths in Minnesota with the SHO restrictions in place
Last Friday, April 10, MDH finally published some details, in the form of Power Point slides, to offer an explanation of how they are arriving at their projections relating to the COVID-19 pandemic in Minnesota. These are the projections that you have said are being used to guide your decision to shut down our State. The MDH Power Point slides outlined numerous scenarios with regard to mitigation efforts and mortality in Minnesota.
After watching the presentation and reviewing the slides MDH made available, I can see that your decision last week to extend the SHO until May 4 most closely follows "Scenario 4" that MDH has modeled which includes a SHO until early May, followed by continued social distancing for everyone until early June (meaning restaurants, movie theaters, health clubs, etc. would be closed until then). Scenario 4 also includes what is effectively a SHO for those most vulnerable to the disease until the end of August. This scenario projects 22,000 deaths and peak ICU demand of 3,700 beds which would occur on July 13th.
However, there was another scenario, referred to as "Scenario 3", that was modeled by MDH. This scenario included allowing your original SHO to expire on April 10 followed by continued social distancing for three weeks until May 1 (meaning restaurants, movie theaters, health clubs, etc. would be closed until then). This scenario also includes a long term SHO for vulnerable people until July 10. Scenario 3 is far less restrictive than Scenario 4 and would allow life to resume in a fairly normal pattern for most people on May 1.
Your extension of the SHO into May was effectively a rejection of Scenario 3. What is inexplicable is that the less restrictive Scenario 3 projects an identical number of deaths and identical ICU demand as Scenario 4. The only difference between the two scenarios in outcome is that with Scenario 4, the peak ICU demand shifts to occur approximately 5 weeks later than Scenario 3. Despite this shift, the model predicts no change in mortality. If we are not decreasing mortalities by choosing the more restrictive plan, then I am left wondering what the point of more draconian restrictions is.
Mr. Governor, let me summarize:
Scenario 3: Original SHO would have expired on April 10; continued social distancing until May 1; SHO for most vulnerable until July 10; Deaths = 22,000; Peak ICU demand = 3,700. For most of us, a semblance of normal life would return on May 1.
Scenario 4: SHO extended until May 8; continued social distancing until June 6; SHO for most vulnerable until Aug 28; Deaths = 22,000; Peak ICU demand = 3,700. For most of us, a semblance of normal life would return on June 6.
I understand that you have not chosen a particular scenario per se - at least you have not said as much - so you may certainly change course and can even mix various elements of different scenarios. The point is that your latest action most closely lines up with Scenario 4 and continues the heavy-handed societal lockdown even though your own modeling shows absolutely no benefit in reduced mortalities or ICU demand by extending the SHO into May.
Speaking of your modeling, three weeks ago your modelers projected 74,000 deaths. A few days later, they revised their projection to 50,000 deaths. A few days later, on April 8, they revised their projection yet again to 22,000 deaths. As of today, there have been 94 COVID-19 deaths in Minnesota with a median age of 87 years, the majority of which have occurred to residents of long-term care facilities. Based on your model we apparently have another 21,906 deaths to go. Using MDH's own projection of 22,000 deaths in Minnesota, this model yields a mortality rate of just under 4,000 deaths per million residents. There is no place where 4,000 deaths per million have occurred or even been approached from COVID-19.
MDH is relying on what appears to be an over-inflated projected death toll and you are basing your decisions on that model. We know that in every outbreak, including the one here, the elderly are most at risk of death. We should be marshaling all of our resources into protecting that group. Sending hundreds of thousands of healthy people into joblessness and poverty is not a price that we can afford. It should not even be a consideration. It is time to begin restarting Minnesota’s economy.
