Darth Maul, Zam Wessell, Jango Fett, Count Dooku, and General Grievous were all pretty cool, but they all died w/o having their character developed and without consequence in the story.
Maul was #2 on my list.
I don't know who Zam Wessell even is. Jang Fett was so incredibly stupid I wanted to punch the guy sitting next to me. Count Dooku is the worst character name in the history of sci-fi anything AND totally wasted the talents of Christopher Lee (RIP) and I guess Grievous was cool? Errybody seems to really like him but I barely remember him doing anything. So... he didn't have much of an impact, I guess. *shrug*
