And if the cop had a genuine reason for him to get out of the car why can't he even once clearly state that reason?
I suspect that the guy was an asshole, and the cop decided he was going to make the guy get out, and pat him down, and make the whole thing very inconvenient for the guy. Then when the guy refused to get out, he made the regrettable decision to threaten him.
That's why he won't give a reason for wanting the guy out of the car. The reason is that the driver was an asshole.
This is all guessing.

Not to put words in his mouth, but the crimes tree was speaking about clearly aren't what you are describing here. (There is certainly a cycle criminalization of young people that can lead to violent offenses later in life.)
