I think they are trying to make downtown a more appealing place to visit and possible live, but it sounds like the city council doesn't like progress and stymies moving forward
I believe the actual St. Louis city population has dwindled to 220,000. We're all out in the County and even a bit further west (St. Charles county).

the security guard at the bus station was not allowed to carry a gun. he literally had a bed post with nails in it as a weapon
there were a group of four kids that were traveling to flagstaff az that i would eat with and one of the kids disappeared as we were going to the KFC that was literally across the street from the bus station.
i see the security guard run past us yelling to get back here. he caught up down the street with a group of guys and brought the one kid back. his brother asked where he was going with them and his reply astounded me
"those guys said they knew a shortcut to the KFC down that alley"
his brother just shook his head and said "im telling mom what a dumbfuck you are"
