Both phenomenal. But listen to Bruce Springsteen’s The Legendary No Nukes Concerts, specifically that Jungleland and then Quarter to Three, and that would be my first, among many retorts. The Who were phenomenal live, but there’s lots of competition.

That No Nukes show is insane
The Boss is one of the best ever as far as live performers. Still has it too. The WHO post Moon has had it's moments, but have certainly lost a step live while Bruce somehow continues to get better

Yeah, different bands brings different aspects to the fore in a live show, making it near impossible to pick the best. The Who, with Moon and Entwhistle, have their argument. Grateful Dead bring a level of organic chemistry and adventure to their shows. Springsteen brings the full band intensity. Pearl Jam brings that sense that you are seeing them playing in their living room no matter the crowd size.

True.
However, I think The WHO raised the bar as far as live performances go and are the gold standard in this regard.
I've have read that not only Pearl Jam, but Bruce as well, took great inspiration from The WHO and saw them as the absolute best example of what a live performance could be.
