Financially it's a bad move to franchise the QB this season (typically its bad to franchise a QB). Cutler would get somewhere between $16-18M, but the salary cap implications would be what really matters and would hamper their ability to resign players or get new FAs. The Bears can negotiate with McCown, they just can't sign him until FA begins.
Honestly I think McCown will stay, accept a decent raise to stay in a good situation with Trestman, his offensive system and Offensive firepower of the Bears. He prob won't get close to that in another situation.
