It depends if you're listening to it in the fall and reminiscing about the past summer or listening to it in spring and anticipating the upcoming one.

but isn't the anticipation it causes in the spring tie directly to the nostalgia of previous Summertimes?

I can buy that. Corny as it may be, the only time I really enjoy that song is that first, one off 60 degree day in march.
