It's not genius comedy or anything, but some parts were ridiculous enough to make me laugh. The laughing dinosaur was my favorite gag.

Exactly. Parts of it are just stupid. But it has so much heart. And they nailed the spirit and the tone. It's a joy to watch at only 30 mins. It's just stupid, creative fun. And it made me laugh like a little kid.

Ironic detachment is not a prerequisite for parody, and it's downright antithetical to homage.
Anyway, I wound up watching this in its entirety. Wasn't quite as bad as I feared, but I still wasn't a fan. Merely making fun and being as ridiculous as possible isn't enough for me. That's not what makes '80s action movies enjoyable. This kind of stuff feels condescending to what it purportedly loves, not affectionate. It feels like an outgrowth of the detestable modern trend of "ironic love" of '80s action and the like. That shit is cultural cancer.

Also, Far Cry 3: Blood Dragon did this a lot better, and managed to become a visionary work of art in the process. That game is absurdly over the top, but its parody feels affectionate because it also has serious beauty. It's not merely making fun; it's joyously creating.
