Again, they are fillers, because they lack substance compared to the rest of the album. But when making an album not every song is going to be as good as the others. If you just listen to the hits you generally get the best of the best, then every band has awesome deep tracks that you would not hear if you didnt listen more closely, and then EVERY band has songs that are just there because they need to fill an album and not because they had something particularly interesting or important to say.
Does anybody find Satan's Bed to be a highlight of Vitalogy? Do you think the band does? Are they super proud of that song and those lyrics? It's a nothing song. I enjoy it but it is far from a classic. Id never put it on any Pearl Jam greatest hits or even greatest songs album. Its never going to be a live staple. Its just there.
