Maybe they recruit heavily from the New Mexican cops that love giving motorists enemas in search of drugs. Like in torture, lack of results (finding drugs or getting Intel) is only evidence of not doing it hard enough.

I'm curious if the report would have been quite as negative if the CIA hadn't gone out of its way to piss off Feinstein. Its a shame that she still considers the NSA infallible, but hey, at least there's one acronym agency that she's not besties with. For her total failure to care about civil liberties and privacy, she can't die fast enough.
