I have heard conversations about restricting initial ticket sales to credit cards that have billing zip codes within X miles of the venue. This has mainly been around the issue of Seahawks playoff tickets.

Agreed. The problem is the casual fans who go ahead and enter like "eh, I'll go if I "win" the lottery" but couldn't care less if they don't go.
