I just feel like they aren't advancing the story like they could be with a callback like that

If you care at all.... Lucas always intended Emperor Palpatine to be the "Big Bad" in the sequel trilogy. He comes back in George's treatment. FWIW

These types of "characters" or outfits rarely serve the story or movie though. They are just blatantly made and promoted to sell toys and other collectibles.
