Also, someone else in Texas is having her open-for-business salon protected by armed vigilantes. Salons are not on the list of approved openings until later in the month.

How people shelter during a hurricane is what the goal is. People don't shelter for the full hurricane season nor do they shelter in California when a hurricane is forecast in Louisiana. They shelter when there is a local hurricane. They also differentiate between a hurricane and a rain storm.

People will get Covid. just like people will get rained on. Every instance of Covid is a potential hurricane but actions can be taken to keep it localized. These actions do not end at a country wide stay at home order. We can be much smarter than that but that takes risk assessment. It also requires understanding that individuals risk tolerance will vary and that instituted precautions should meet some sort of middle ground on risk.

Risk tolerance will definitely very much.
