Exactly what would be the downside for them becoming a US territory? We could give every resident $1M each tax-free and set up a fund similar to Alaska where 10% of the resource extraction revenue goes back to the populace that would make them the wealthiest country per-capita on Earth if they vote to join us. If they don't, they don't. I really don't understand why would you think the US should not attempt it. It's a great idea and they cannot do it alone, so it's gonna be us or China. Better us.
