I haven't seen the entire context (because all of the videos I've seen conveniently cut out what came before his statement), but to me it seemed like Giuliani was saying that there have been no successful attacks since the Patriot Act was put into law. If so, he's not wrong, and if so, he and Trump are going to get to come back with, "The MSM are twisting our words!" You don't have to get rid of context to reveal their awful ideas, folks.
