On paper, or in practice? What I mean is, if there were a major deal that was designed to operate outside of the parameters of the PCA -- say a huge US investment in the production of widgets destined for German automobiles -- would it mean that the contract could buck the PCA, but production outside of its confines could not commence until 2020?
