Only Syria and Nicaragua haven't signed the agreement. Nicaragua because they think it didn't go far enough.

It puts the US at an economic disadvantage for over a decade without doing anything to stop the rise in China, India, and Africa. Of course they want it.

The legal framework takes that long, but policy changes can begin immediately.

Let’s just fast forward to the part where the United States stomps its foot and says that the trade consequences being pushed on us for backing out are also so unfair.

3. Remain in pledge while US opts out

4. Enjoy the fruits of better trade and greater influence while US withdraws from world stage

On paper, or in practice? What I mean is, if there were a major deal that was designed to operate outside of the parameters of the PCA -- say a huge US investment in the production of widgets destined for German automobiles -- would it mean that the contract could buck the PCA, but production outside of its confines could not commence until 2020? Or could production outside the PCA parameters begin immediately?
