Why go through all the trouble to not only file the police report but then see through pressing charges, turning in shit for restitution, ect? More times than not you don't see a dime back from the offender anyway, regardless of what the court orders. I also could have made myself a target for future property damage by making a big deal out of it.
There are all kinds of reasons why people don't feel like reporting this type of shit.
