So is this happening to all of its citizens (I mean, we're all monitored), or did this obviously riled up woman post something crazy, prompting a check in? Do you know the answer?

This kind of this happens in the UK all the time. Wouldn't be suprising if it started happening in the Loyalist part of North America.
