Surely you must know by now that plaintiff's lawyers just make up insane numbers to get more press. The handcuffs thing might be down to a stupid policy the cops have no discretion over. This sort of rule making tends to be necessary when you intentionally hire stupid people. Also, you know, pour encourager les autres.
