Kid A already has a flute. How else would they know how to play.
Kid B can make another one.
Kid C can pick themselves up by their bootstraps and take the damn flute. They then either charge A to rent it or B to use it for parts.

The question is framed as though the reader is the divine adult authority and the people fighting over the flute are children, which is very telling.

The real question is why does the reader have the authority to determine how flutes are distributed anyway?

We don't. It's B's flute. Any other solution requires the theft of the flute from child B.
