I didnt get that from that scene. I heard it as nobody else knows anything about what lies down there because everyone else felt they were above it. He is the only one aware of the sewer and drainage system because they sent him, the midget unworthy of anything else, down there to deal with it all. I didnt hear that he built it.

They definitely made it sound like he built it. I guess he could've renovated them?
