Those are the mark of a good commander, not necessarily a swordsman

I don't think anyone would argue that he is. He's very strong, an ordained knight, and well trained, but doubt he's pushing towards the best. Though he did defeat a dohtraki bloodrider in single combat, he had armor and skill going for him.

Loras was considered a very talented warrior. He fought the Mountain in the final at the hand's tourney. Later Brienne beat him in Renly's tourney.

This was pointed out on a podcast I listened to, and it scratched me where it itches. The same actress has played Cersei's handmaiden, Bernadette, since Season 2, and she's appeared in six episodes total (here's her [url="http://www.imdb.com/name/nm2407387/"]IMDB page[/url]). It certainly seems like Cersei trusts her and is comfortable around her--comfortable enough to let her see naked Jaime in the bed--and it seems like the show wants her face to be familiar to us, as something that we should feel comfortable with seeing in the Red Keep. That'd be a great face for Arya to steal if she finally decides to ride south and kill the queen.

Lots of evidence of him being a decent leader and battle commander, but not necessarily swordsman.

I would say surviving all of those things is a mark of a pretty good swordsman.

These are all people in a martial society. Of course they're all pretty good swordsman. But the best living swordsman in Westeros? C'mon.
