Rumor has it, the cloaks and stuff are hiding the costumes/uniforms underneath. There's something to them and the production doesn't want them seen yet. So, while they are allowing a lot more to be seen than Abrams did with TFA, they are being specific to a degree with what is shared. Again, just a rumor, so who knows. But I would guess there's a lot we aren't seeing in those pics.

They're probably just some local hoodlums trying to cause trouble on the star wars set

That could be a candid shot, though. Maybe those actors are walking to set.
