Nicotine isn't bad for you, maybe slightly worse than caffeine. Smoking is bad for you across the board, but there are other delivery methods.
If they refuse to remove fluoride from the water supply, the least they could do is add nicotine. This is a slightly more sensible program than suggesting medication and surgery for obese adolescents.
