Didn't he kinda do that? Isn't there some scene where he sorta floats down from a slightly higher than comfortable height?

Yeah, I don't think Darth vader hucking some odds and ends at Luke is the same thing as stopping a dragon larger than an x-wing in mid flight. The only person we see do some major lifting with the force was Yoda, and that required intense concentration not really suitable to combat.
D: Lightsabers can cut through thick metal, but slowly.
I am conceding that vader could guide his light saber from a distance to attack smaug (although have we ever seen him do that?), but it's not like if the saber touches smaug it's going to instantly kill him. Just hurt him. And it does take a light saber time to cut through metal, so we don't know how immediately impactful it might be.
E: Incapable of flight
I concede that he could use his force powers at a longer distance, which is certainly a big check mark in his favor.
