I don't know about "masterful execution of a half-baked idea" (which certainly does not apply to the fully-baked Children of Men, btw), but I do have an odd relationship with a recent string of big movies that are clearly technically masterful and that somehow pull off telling complex stories in a compelling way, but that ultimately leave me cold. I'm thinking of these three specifically:
Tenet
Dune: Part 1
The Batman
I found myself compelled to re-watch all of these movies shortly after my first watch, but never really liked any of them.
Compare to Top Gun Maverick which is clearly technically masterful and, though it doesn't tell an especially complex story, certainly does not leave me cold. I've already seen that one three times and I hope to see it again this week.
Tenet

Never saw Dune, hated Tenet, loved The Batman. "Style over substance" doesn't apply to it IMO (though I do wish it trimmed some of its plotting way the hell down). The Batman is filled with gorgeous, painterly shots, but it is also thematically rich. And anyway, "style over substance" is an OK thing for a film to be sometimes

Children of Men is a movie I loved but am kind of afraid to watch again because I think my tastes have grown away from the things it does well

Tenet is a gimmick stretched out to a feature length movie. I dunno, maybe there is some interest in trying to figure out if it made sense, but it's not my thing.
I probably can't judge Dune fairly because I have a strong image in my head of what Dune should look like, and that ain't it. It also isn't a remotely complete movie, which pisses me off.
I don't think The Batman offered anything but "darker! grittier!" It's really bad at some points. Passable at others. But never great.
Children of Men is post-apocalyptic so its good.
