You can't define a block of aluminum about the correct size as a gun, so the government has defined the amount of machining inputs required for the cutoff.

The problem is they defined the gun part as the serialized part that holds the other bits together. At the time they defined this, the serialized receiver part was almost always forged metal that had to deal with significant stress. Gun designs have changed to be more modular, so there might be multiple receivers, only one of which is the registered gun part and is serialized. Manufacturers often choose to serialize the simplest part that is exposed to the least stress and is easier to manufacture.

The designs changed well before anyone thought about the legal implications. It's like going from diecast toy cars that you can't meaningfully modify to a Lego car that you can swap any part out of that you want.

The parts that are easiest to make also have large, flat features that are easier for manufacturers to stamp or put rollmarks on.

It's not some clever loophole, the feds have failed to update untenable definitions. The ATF has had to repeatedly drop cases to avoid an adverse ruling that would blow up their interpretation of the relevant gun defining statutes

This kinda started with the military development of the M-16, so the government was fine with it at the time.

Gun/ accessory manufacturers ask the ATF for a greenlight on anything novel they might want to try. The ATF gives them a letter either formally approving it or forbidding it and demanding the destruction of all prototypes that might exist. Any legally innovative things that make it to market are explicitly signed off on. This is not an industry that you can ask forgiveness for coloring outside the lines.

All the crackers I know that own guns have clean records. The Pinoys that might not have legal status or are working to expunge a conviction are the ones fucking with 80 percent guns.

The point is, local cops are actively subverting the legal regime here, good luck with your fantasies of gun bans. The cops that are indifferent to guns are likely to be the ones least capable of pulling off the raids your preferred outcome would require. The cops that like guns think gun control (for non felons) is fake and dumb.

We'd need to redefine what are regulated as guns, probably issue a whole bunch of waivers for industrial equipment (hydraulic tubing, etc) that would accidentally be affected and go from there.

You'd have to get buy in from anyone with a CNC mill, institute a level of internet censorship banning any code that appears to define "gun related objects" that would make the Chinese blush and a number of other things.

I don't think the US government as currently constituted is capable of undertaking such a project, and it would take decades or centuries to be 'successful'.

I find incapacitating the criminal and dangerously mentally ill to be far more just and efficient, but apparently that's just not in the cards.
