If cops are proactive and district attorneys actually prosecute, not really? I'm not demanding perfection, just people with a clear criminal record or total lack of coherence stay in facilities until they are a much reduced risk/ are stabilized and have follow up supervision.

Colorado Springs shooter was known to police, arrested in 2021 for having a home made bomb, other weapons. You'd think the bomb would result in more than a year in prison.
