The first step to creating a peace deal is to make both sides feel like they will be better off negotiating terms now than they will if they continue the fight. None of these actions is designed to bring Russia to the table for a peace deal. Unilaterally trying to weaken Ukraine can only serve to create a sense of growing advantage for Putin.
