Letting group play sort itself out with a crapshoot like penalty kicks surely would ensure the top two most deserving teams would advance!! Why has this not been set in place already?!?!

How about a 30 minute overtime. Sudden death. Offsides not called as a penalty.
That may cut down on ties and wouldn't be as much of a crapshoot as PK's.

Yeah I don't understand why offsides is needed in soccer. If the def doesn't want to play back and defend, that's their problem.
Can someone explain how offsides helps here?

Without offsides you'd have players just waiting in the box for long passes and it would make the game stereotypical and boring.

They actually tried it in MLS one year and it was a debacle.
