Very weird that people ignored the Mao/Stalin part. Maybe the tweet is a bit poorly worded because it ignores the responsibility of the tyrants in charge, but the sentiment is clear: millions of people died because of regular human trash mindlessly "just doing their jobs".

Not that he is saying Hitler didn't kill millions of people, but the fact he's using "public sector workers" as a reason why they need to cut so many jobs in our government.
"Hey public sector jobs killed all those people in WWII! We're just trying to slim the government down so that doesn't happen with our government workers! Ya dig?!"
