I've seen her talk about the song a few times and she can't even describe it. She seems sort of stumped by it, too. And hasn't (to my knowledge) ever spoken specifically to what/who the song is about.

Billboard reports that a new song from St. Vincent and a new collaboration between Grimes and Jack Antonoff will appear in the new season of Girls.

"Champagne Year" just came on shuffle and I was struck by how AC's enunciation on the line "enough to keep the cobwebs clear" resembled that of old Extra-Syllable Eddie: "keep the cobwebs clee-hee-yurr..."
