The article indicated that it's not totally finished. It needs reshoots but rather than add to an already ballooned cost, they're just pulling the plug.

They fear that it will damage the brand. They've decided it's better to eat the 90mil than to make consumers think DC movies are goofy and boring

I read they arent finishing it because of some tax deduction.
And they seem to want to put the dc movies just in theatre, and that everything they will produce for HBO will had a budget of 20-40 million instead of 90 million.
