This is such a basic instance of political calculation deciding policy.

The administration knows that Republicans are ready to pounce on any easing of immigration policy, because they've been weaponizing immigration as GOTV content for decades. Biden also knows that progressives have a visceral disgust for the inhumane way the border is currently handled.

You never have the political capital to address all of your ambitions, and frankly I don't think detainment is an issue that moderate Democrats feel strongly about in general. Out of sight, out of mind, mostly.

So they're gambling on news headlines about continued mistreatment of people at the border to neuter Republican claims that "Joe Biden is bussing COVID suicide bomber gang members in" or whatever, and they're also banking on other achievements like the stimulus package overshadowing the subject among progressives (it will).
