I get that the Rs don't have a massive majority, but it seems like there isn't much interest in trying for an actual budget instead of endless continuing resolutions. Is there more of an appetite on the left to attempt to pass an actual budget should they end up with a supermajority? Has Congress just lost all institutional capacity to pass budgets?
