I don't think we're supposed to believe that the Jedi are extinct; certainly, the regular people in the galaxy (like Rey, Finn) probably don't know much about the Jedi, but I'm sure Kylo and Snoke are outfitting their troopers accordingly because they know there's at least one Jedi out there.

I don't think we have to spoiler discussion of the EU. I never got into the EU stuff that discussed the origin of the Jedi or the Force, since I think explaining historical backstory like that was one of the mistakes the prequels made; I'm fine with it just being mysterious. However, from what I do understand, the Force did operate differently/have a different impact depending on where you were in the galaxy (or if you were from outside of it). The Yuuzhan Vong, for example, were completely outside of the Force, despite the fact that they were much more into the "natural world" and way less reliant on technology than the cultures we see in the film. There's been some speculation that this Snoke character is an "outsider" who won't have the same rules apply to him that we've seen in the other films, but there doesn't appear to be evidence to back it up.

Anyways, that's a long-winded way of not really addressing stip's question, and another prelude to reminding everyone: the EU doesn't apply.
