The movie works better because she's a woman. The viewer doesn't already have pre-cut grooves they can drop this story into. If Tar was a man, we would immediately recognize the behavior as horrid and vilify him. He's the villain, we already know that story.
Tar being a woman throws us off, even if it is all essentially the same. But it gives Field and Blanchett and the movie time and space to more fully explore this character, this behavior, and how we the audience feel about it. It allows Tar to be seen as fully human.
Tar as a man is a totally different movie.
