It's to get the crowd going when the opposing team is on offense and the Pats want noise in support of their defense. Every team has some sort of signal to get the crowd loud. The real problem is that the stadium just does not lend itself acoustically to loud noise....think that was by design w/ the open ended end zone, as offense wants it super quiet when it has the ball.
