Protests where elected officials are surrounded in their workplace are not neutral acts, they are acts of intimidation. Protests need to be outside the buildings to maintain safety and that these three led protestors while they were inside the building should not go unpunished... and these were the protestors holding up seven fingers. Consider what that means to many people in those communities. That said, expelling them was the dumbest possible choice.
