We were involved in the Sandy rescue efforts, and afterwards got a peek at some smartphone apps that were being developed after that event that were intended to help connect and manage response times to these events better.
No idea about this technology. If it exists, it isn't being used here. At least, not to such an extant that the local news would promote it for viewers.

The system right now is:

Call the coast guard. Wait on your roof. Mark yourself SOS with a white flag or towel. It's a slow and tedious process, but the vibe all day yesterday and today is that it is working.

Facebook is pretty organized for that sort of thing. Turns out the "I'm safe" feature is a portal to a wide reaching network of people offering and requesting help.

As the storms move east towards the TX/LA border my parents and grandparents are now evacuating. They live near Pine Island Bayou which had a catastrophic flood 20 years ago. This will be the same.

This is a big one. We're doing well pulling together locally but we could sure use as many national rescue resources and relief dollars as the big guys (and apparently Mexico) can muster.
