This might be a production of one of the separatist republics, so maybe we shouldn't judge too harshly, but if this is the quality of their propaganda, they're not going to make it.

Nope. If it was false flags they’d be admitting weakness and using it in media to justify hitting Ukraine hard.
State tv is reporting them as fires and just old wiring etc

Romania is in NATO, and are no friends of Russia. They are interested in Moldova though, as it is a primarily Romanian speaking population.
